REDEVELOPMENT AUTHORITY CITIZENS COMMITTEE

AGENDA

1.    Call to Order, Roll Call, and Determination of Quorum.

2.    Public Comment**

The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of, the Carson City Redevelopment Authority Citizens Committee, including any matter that is not specifically included on the agenda as an action item. 

3.    For Possible Action: Approval of Minutes - November 7, 2016

4.    Meeting Items:

 4.A     For Possible Action: To elect a RACC Chair and Vice-Chair for 2017.

 4.B   For Possible Action: To approve a 180-day time extension in which to start façade improvements previously approved for 210 South Carson Street, 110 West Telegraph Street, and 307 North Carson Street to July 6, 2017, for 206-210 North Carson Street to August 1, 2017, and for 402 and 408 North Carson Street to October 3, 2017. Staff Summary: The Redevelopment Authority and Board of Supervisors amended the Redevelopment Facade Improvement Program requirements to allow the RACC to grant one 180-day extension to applicants for the completion of approved facade improvement projects. Improvements were originally required to be completed within 180 days of the grant award.

 4.C   For Possible Action: To make recommendations to the Redevelopment Authority regarding allocation of Redevelopment undesignated funds for Fiscal Year 2017-18 and estimating future allocations for the following four years to implement Redevelopment objectives.  (Lee Plemel, lplemel@9590x.com). Staff Summary: The Redevelopment Authority Citizens Committee (RACC) annually makes recommendations to the Redevelopment Authority regarding the allocation of undesignated Redevelopment funds and certain discretionary program funds. Allocations were estimated last year for FY 2017-18, and RACC may modify these allocations and/or add other projects or programs for current or future program funding. It is estimated that there will be approximately $488,855 in discretionary Redevelopment funds in FY 2017-18 for which RACC may make recommendations.

** PUBLIC COMMENT LIMITATIONS:  The Redevelopment Authority Citizens Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting.

 Agenda Management Notice:  Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.
